Well. The white walkers - no, the wights - yes, although not as a faction. They are encountered during certain quests.

If you go over the Wall not in the quest, then there are only wildlings (and some locations to explore for XP).

If you go over the Wall during a certain quest, well, the Wights will find you...

No. In 8.0 only the Targaryens invade. No wildlings, no dothraki, no white walkers invasions.
