i think thats how they created the mod. Because i have the same thing. Maybe it has something to do with the lore.

I got this problem as well. It's a PITA.

This are just start Troops , for mercenarys and beginners (an army of pouchers can handle small raider groups and dont costs much, so u are able to trade or make some fights). The amount will never increase. The regulary troops u hire by have an Castle an Town or an Village. In Castles and towns u can pay money and every day a few different troops from your selected culture will be trained and placed in the defense amount of the Castle/Town. U can also hire troops in the small villages , what u hire depends what culture it is (a lot of the small cultures are not able to hire troops there) and how much releation u have. If u have a very high relation to the village, u can get also advanced Troops from time to time and also troops in bigger amount.
