Civil Court / Provincial Laws / Curia Julia, stuck in a Loop
I want to get the Marius reforms,
to get that i need an Campus Martius. (barracks tier 3)
To build that it needs an Curia Julia, and here the stuck in a loop begins.

To get an Curia Julia (main palace building) i need to research Provincial Laws,
But this is locked behind the buiilding chain: Civil Court.

to buiild an Civil Court, i need an Curia Julia, which puts me at the beginning of my looop again.

In other words, this is unobtainable.

it turns out, i had "STATE" chains build everywhere, and to gain acces to the Civil Court, i had to convert a city chain from State to "Allied",
The other 2 types, "Independant" and "Tributary" didn't gave me the option to upgrade my court to Tier 2.
