Maybe I can help, or at least clarify.
1. Whar type of ship missle fire? (Arty, Jav, Archers, slingers, etc?)
2. At what type of enemy unit? (Do they have shields, are they wearing heavy armor, etc)
3. How many times do you have your unit fire at the enemy?
4. Do you observe the enemy getting hit? Is there something blocking direct fire at the enemy? Is the enemy mounted on walls?
For example.
Playing as a Roman faction, my favorite tactic is the testudo or shield wall against barbarians with javeline missile units. Because the AI tends to slaughter its own units with friendly fire, while my own are able to avoid a lot of the losses through the formation. This is aided by how Roman factions were mostly more heavily armored.
5. Is this isolated to just missile units on ships?
