So im playing as the Romans, i started this campaign after the last update. So im pretty deep in the campaign about 140 turns in the campaign, then the main settlements: f.ex Allies, State and so on, they dont have garrison anymore and the only way to get garrison is the garrison building. But the settlements in the italian peninsula, and the islands near it, they are different and they have garrison. Is this a bug?
