I experienced something like this a while back with this mod, and it was due to a siege, Try to cancel all movement or seiges and resume the turn after. If successful, and you encounter the problem again, try to figure out the city or whatever it is that are causing the problem and avoid it. I was personally able to capture the city later on, so I don’t think it’s an problem that remains throughout the whole campaign.
