For recently conquered regions - I do the Amicus and Socius chain, as it has a 60% reduction to native discontent - which is all you need initially. This saves you from having to garrison legions in the province to police it. After a while, like once the province is romanized, I either change it to free state or tributary state, or just leave it. The tier V buildings are either a Municipium or Colonia anyways.
For regions that are recently conquered, but are going to be "front-line" provinces with legions in it regardless, I would do the Federated or Tributary state chains, as they both offer recruitment and do not have tax exemptions. They also have high Latin conversion rate. Yes, you get high penalty to native discontent but it doesn't matter because of those garrisoned legions. Once again the top tier buildings are either Municipium or Colonia.

Thanks! That's good information on newly conquered regions, but I was struggeling even for "native" ones, which I hold since start. Couldn't make a decision lol. I just sat there going over the options over and over. Anyway, slowly starting to get - not yet "it", but something of it ^^
