Pergamon cant recruit units
after about 5 turns into the game as pergamon i cant recruit. i have plenty of food and money but when i look for resons to why i cant recruit it says that the settlement is under siege.

How is your public order in the region?

I have no stake in this but Philip would a low public order tell the player that they can't recruit because the city is under siege?

yeah i later found out that it has to do whit public order. :P it makes sense that the people dont want to fight for you if the city is not happy, but putting in some description to that would help a lot for other players as i feared it was some kind of bug.
