Why is it it seems that generals and governoprs level up don't receive the skill point?
Really confusing/annoying! (Playing as Macedon)

I had the same problem except i was playing as rome

They don't receive skill points on every level. This was a concious decision to limit the amount of skills you can unlock per character to six, i.e. a full branch of the skill tree. However, each experience level matters. A higher ranking character will receive higher bonuses from political positions
