I've noticed this too. Human player seems to be the only one that builds recource buildings. For example I need lead to build higher tier sanitation buildings, but since AI will not develop mines for lead I can't get it through trade. Very frustrating. Same thing with the Colosseum . Need slaves for that but my trading partners with slave resource don't develop it...

Yea... had to conquer my trading partners as well ^^
