Culture: Local traditions to powerfull?
Hey,

first of all, i really want to thank the modding team for this astonishing work. Last time I played the mod was in late 2018 and the development is just awesome.

My question (and the reason for this discussion) is that I don't understand, why the local tradition values are that high. For example, Italy got the following local tradition values in turn 1:

Latin: 26
Italian: 23
Etruscan: 18
Hellenic: 5
Gallic: 3

This means, I have to get 23+18+5+3-26=23 culture influence through buildings to get 50% Latin in the heart of the Roman Empire on the long term. Do I miss something? Or is this intended? How do I ever get at least 30% Latin in Spain for example?

High local culture is to simulate that most areas were never fully assimilated and could still present problems decades after conquests, as was the case for Rome as much as other large empires of the day. The mechanic is by design and in practice it means you have a cultural unrest modifier that will stick around throughout most of the game.

Hmm thx for your fast answer. I don't understand this logic fully, because especially Rome was really succesfull with assimilating conquered people (watch Gaul only 50 years after conquest: It was the most important region after Italy).
But I understand why you did this (more challenging gameplay and more depth).
