I create most of my farms in minor settlements. Maybe one or two of my 30 provinces around the MED Sea, have negative food during winter.
But gotta upgrade farms and aqueducts for fertility
Can import up to like 80 food in some places if you have upgraded ports / buildings.
And if you need the extra income. Build a Mint, and make sure alot of your trade ports go thru that city with the mint. Because it gives a bonus on trade tariffs.
Now that I said that, for a Provincal Capital I decide what it needs based off the other cities in the province. Standard iI use for in land is (I am going left to right from top to bottom in the six slots) City, Aqueduct, Granary, Forum, Roads, Religion. They last 3 are interchangable with anything you need. Replace Forum with Food Market or Religion with the Resource of that city. On a Port City move everything down one.
