not compatable with alphamod 2.0. when the option to upgrade from planetary administration it says more than 9 pops. if i untoggle either this mod or alpha mod the upgrade will go through.

Looks like he also has a has_10_pops trigger, and it's probably overiding mine.
I'll try to have a fix up asap.

And it's up, luckly notepad++ can do replace all on multiple files at a time.
