hi i tried using my Divine Enforcer to convert Earth with my psionic spiritual Empire however i could not target the planet as the target had to be "primitives or hostile" even though i was at war with Earth. When i deactivated your mod i was able to fire the Divine Enforcer.

A minor bug i found, it appears i am unable to use the Global Pacifier or Neutron Sweep on Hive worlds (The tooltip says it's "Not a habitable planet or megastructure)

Neutron sweep now works on hive and infested worlds.

This mod is cool, however it interferes with the construction of Planetary Rings, which is a relatively new feature.
