I'm not sure off the top of my head if the game supports that or not. The game allows modders to enable and disable regular Civs before the map is created. That is how this mod does it's thing with them. If the same options exist for city sates then I could do the same thing for them. Unfortunately I don't think that option exist for city states. If it does by some chance exists I may be able to add it in the future. But right now I'm not making any changes to the mod. Sorry about that.

Well, that explains why there are no mods, which change the existing city states.
