you need right to rule, but I don't know the exact minimum requirement. maybe 10?
then you can build it by accessing Camp menu.
edit: maybe you need honour or renown as well, but I do believe RTR is crucial.

Once you build a village you can then build a castle, need more right to rule iirc

I got 300+ renown and 6 right to rule, but still I cannot find any button to build a village.

You need to take over a pre-existing castle or city before you can build you own village first.
