Can it be in garry's mod too , i'm trying to find how i can make tsunami effect with it.

Don't think so. The method being used to perform the animation here is by using $boneflexdriver, which according to the valve dev wiki, is a feature exclusive to SFM and Dota 2 (The Source 1 version).
