Yes, the AI does spam a lot of units in GC. It was made this way to counter the AI's idiotic tactical moves. The best suggestion I can give is lowering the AI's spam by doing the following:

Find your Steam files stored on your computer, and go to the mod's XML files (...\Steam\steamapps\workshop\content\32470\1129810972\Data\XML)

Open DifficultyAdjustments.xml with something you can type into (I would suggest Notepad) and raise these values (the more you raise the values, the slower they build units):
<Galactic_Build_Time_Multiplier>1.0</Galactic_Build_Time_Multiplier>
<Space_Build_Time_Multiplier>1.0</Space_Build_Time_Multiplier>
<Land_Build_Time_Multiplier>1.0</Land_Build_Time_Multiplier>
