Try to delete FOC data folder and reverified the cache launched the base FOC. I think you have files from the another mod or older version files of RAW in your FOC data. Also if you will install such mod as AOTR it will change you files in FOC data.

so i just played the 1.2 version its awesome exept when i attack the ai i think on easy ill get to their starbase and they havent even attemted to move thier ships from position. i dont know if this is because im also subscribed to other mods but i just wanted to put this out.
