Off the top of my head, the main biome Gummies are found in are forests yes, but their spawn group shouldn't be overriding anything. They are patched in in the same manner as the mod's other monsters.
If you're using a pre existing character/in a universe existing before you added PB, I would suggest visiting forest planets you have seen those monsters on before. A pre existing planet's spawns never change.
I should also mention that sometimes, Starbound's generation can just screw you over. Once a planet's biome monsters have been picked, those are the monsters it will always spawn.
That said, I am sorry you are having those difficulties, and would try to be more helpful if I were capable of investigating myself. (I haven't been able to work on the mod for quite some time, due to my pc dying.)
As for the Glitchtop, I really wish my pc hadn't died when it did. I was planning on taking another look at their mechanics again at some point. I somewhat feel like their "attack" is too flat. Too predictable. If I ever get a chance to revisit them, I will probably be making the Glitched effect do all sorts of weird stuff. (Since they're supposed to be glitchy anyway..)
