Adds support for multi-cycle seasons - for mod makers.

See Seasons mod for example how to use this feature.



New weather types (disabled by default):

* Snow -> visually different rain
* TemperateMoonsoon -> monsoon, but temperate

[b}NOTE[/b]: snow UI images are mocks. as are texts. i'll gladly take suggestions ;)

[b}NOTE[/b]: mod settings not show up yet. new weather types only enabled through seasons rn.
