If the checkbox to take over spawning on that page is disabled, it will only affect engine parts and engine part condition is based on the average body part condition.
When you remove a part and right click it in your inventory, you'll get a series of random defects the part has depending on its condition. Each defect has multiple repair recipes (More or less) that use different skills and materials to fix.
If you succeed, you'll repair its condition some (10~40%), if you fail, you'll degrade its condition a little, add to the 'times repaired' and make all future repairs slightly more difficult to succeed on.
Some parts might have very simple fixes like clean the part, while others will require replacing missing or stripped bolts, welding holes in the part, hammering out a dent, etc. This makes all worn parts a little unique!
