The Hereditary Pronoia privilege can only be removed through the internal politics mission line (the branch that starts with the ??? icons and unlocks later). Also, the mission to end the internal disaster is actually a three-way choice — so if you don’t manage to revoke the Pronoia privilege in time, you can still pick one of the other two options and follow their respective branch of missions instead.
Just let a bit of time pass — the event isn’t triggered exactly when you complete the mission. Once the conditions are met, it should fire shortly after.
