hopefully if someone in your group levels their electrical skill they'll start being able to keep a rough guess on when the utilities will next shut down, too. so hopefully power/water shutdown will eventually stop being a surprise and instead something you can all plan around!
i can't remember at what level exactly, but you start getting some solid info at the repair sites as your electrical skill levels up (or also using the fuse that looks like a piece of paper when you repair, that'll give you a new shutdown estimate)
also just to clarify (there's a good chance im reading this wrong), when you say "(to cover the Louisville area)", you are aware that repairing the power/water at any area will repair it map-wide, right?
hopefully you're already aware, but in saying that, i just realised i never really explicitly state that repairs are map-wide in the mod description, whoops :D should probably make that more clear
otherwise, honestly, it's probably been close to 2 years since i last played zomboid properly, so I barely remember the map at this point :p

I did some fiddling around and it turns out not only does the power grid go off on server reboot but the water state is set to "will break down in about 28 days" so I'm thinking the server is sort of stuck on those initial repair values I did at the Rosewood substation?
Doing any repairs now also no longer gives me the report card.
