Now available at all 9 airports and the arctic ship breaking yard

Each station has
- a zoomable map
- list of tracked aircraft/vehicle
- station data display
- control screen
- keypad for selecting data of tracked aircraft/vehicle
- on screen keyboard for naming callsign to tracked aircraft/vehicle
- 4 AirNav units but 1 frequency at a time for Nav, these use data from tracked aircraft/vehicle


NOTE
The limitation is you cannot be the ATC at the same time you are flying.
Also when using the XPDR on aircraft, the ATC should tell anyone using code 1200 to change it to code not in used.

I updated all controller to not keep active when no one is at screen.
This should help reduce unnecessary lag when there are other mission being spawned.

Assigned callsigns are reset when station becomes inactive.
However, the last assigned callsign will remain in the built-in memory of the XPDR unit on aircraft.
(XPDR v1.3 and up for v1 series and XPDR 2.1 and up for v2 series)
Aircraft with newer XPDR that keep callsign will send the last assigned callsign when registering with SSR station.
