You can customize other classes yourself. Open up the class' config folder you want to add a pistol slot to and copy any one of the .ini files in the Config folder, change the name to XComPistolSlot.ini, delete all text inside the file, and add the following lines, using the class name you can find in the XComClassData.ini...if you want them to use a "pistol", "sawedoffshotgun", "arcthrower", "holotargeter", "combatknife", swap out with whatever you want in the blanks...
+ADD_SLOT=(SOLDIER_CLASS="WOTC_APA_DirectorKelly", WEAPON_CAT="pistol", ALLOW_EMPTY=false)
+ADD_SLOT=(SOLDIER_CLASS="WOTC_APA_DirectorKelly", TEMPLATE_NAME="travellight", ALLOW_EMPTY=false)
That's what it says. If you use custom classes you'll need to configure it. See the guide.
