I did play around with the tagging system. I presumed I just needed to add the tag "barrier" and value "city_walls", but it didn't work.
I'm assuming you mean you can't add them into loaded files? If you open a map with any old castle/fort it'll allow you to place the stone wall as a barrier/way. However, those same kinds of barriers do not appear in maps that don't already use them in map generation.
Those are consider by game either "buildings, or other" and are usually hand made.And yes there is no other way to make them other then cloning them, otherwise its impossible with the current editor.
Unless again, you wish to spent time making them by hand. But its indeed sad there is no like fence of prebuild simple fences or tiny walls to use.
