Hi,

Could someone help me understand how to create a government type that will maximize garrison units everywhere, disable all facilities, units, build no military?
Something like pandemic government but I would like it to have garrisons and access to only one type of unit maybe.
I want to create a whole world wasteland and a few countries that can expand by conquering territory.
