Honestly, the biggest problem is a lack of good alternatives for the steamworkshop. I can't imagine playing this game from GOG, even with the convoluted way of downloading mods via cmd (I am STILL pissed off with how steamworkshopdownloader.io turned out).
It is restricted to humanitarian use. Videogames don't qualify for that. The main concern is dillution of its meaning.
