Try Trekkers. Yes, it does add a pletora of stuff, but you're not forced to use anything you don't want to. It doesn't have forced progression. Craft the Starfleet crafting panel on hands and for free, unlock stuff by slaying mobs, you get TrXp, which you can then exchange for Starfleet credits and buy the phasers from the panel's "weapons" tab.
I'm playing other races and while accumulating lots of TrXps, I'm totally free to just ignore them overall, if I want some Trek stuff, I can anytime craft any of the race's crafting panels (by default it offers Starfleet and Borg, but "/admin command" exists for Dominion, Romulans, Klingon, Vulkans and others) and exchange those thingies for credits, then I can use whatever Trekkers offers, if I feel like it (which I'm mostly not. XD).
