Game's CPU-bound. I was getting 55-75 before I switched my CPU. I used to run it with a Ryzen 5 2600X (which seems to be slightly worse than your current CPU) to a Ryzen 7 5800X. I now run it at 100-144, with 120 being the general average.

For reference, I had a negligible performance increase when I upgraded my GPU from a 1060 6gb to a 3060 Ti.

Unfortunately, since you have a laptop, you have nothing you can do apart from upgrading the entire thing if you want more performance. This game is still somewhat unoptimized (even after numerous patches over the years) for the specs it's asking for, so you sort of "have to" brute-force it by vastly exceeding the requirements.

I'm sure you already tried, but you can also try turning off Volumetric Fog if you haven't tried that already.
