Game says mods are active, but in the game i dont see they are
The mods worked and were active a few days ago and now suddenly - bam no effect, they r also up to date. WTF is this.
This is the second time i have serious issues due to mods - like this mods are no option at all

when being offline mods still dont work...
and one has to make sure to manage the loadorder in steam game properties

Im currently having the same problem, so im curious. Been trying to unsubscribe and subscribe. Online and offline. Verify cache and all. They show as active but dont show ingame.

Solved it. Game in Steam > properties > workshop > show advanced options > Find best Loadorder. Have to repeat that everytime when touching any mod.
So one needs workshop, ingame managment and this - quite confusing
