Modding beyond Tome and Tiled
I managed to hunt down a .♥♥♥ unpacker that worked for Railway Empire. The .♥♥♥ files extracted nicely and I have the full contents now.

Unfortunately it looks like it will be hard to progress from there onwards - lots of ini and xml files but none of them are in a text based format.

The ini files are the most alluring but look like some sort of hex format:

The XML files look like they have been compressed or encrypted:
