Inovation points are fine on maps that allow all ages/techs during one gameplay.
Possible solutions i see:
1. More expensive production building and their upgrades.
2. Lower tech income, more expensive universities.
3. More cities/facilites on map = bigger maps
4. Buying permissions to build station in city - the more cities you occupy, the more expensive it will be.
5. Maybe unlocking ages with money
Interestingly enough, when I slowed down the trains, income slowed down faster than I slowed down the trains so I think that is covered.
I think we need to go beyond what is currently covered in the suggested modding tools for a lot of things. Which probably also brings it outside of my meager programming skills. :)
I'm going to dive back in this weekend, see what is possible.
