Do you want to create adventures for others to play? A module (what is usually referred to as a "mod" in NWN) is made using the included NWN toolset.
Do you want to create brand new textures, 3d models, sounds, classes, spells, etc. (aka, a "mod" that adds to or changes anything in the game)? Those are going to be more work to learn to do, but there is a supportive community out there (many of us are at the Neverwinter Vault[neverwintervault.org]). Some of this stuff is easier to do, some is harder, but you can learn to do any of it. These are usually called "haks" or "overrides" in the NWN terms (haks add new content, overrides override existing game resources).
I just want to create new adventures. Are there resources out there that add more content for module creators?
