I think it does require dawnguard as its a retexture of a horse you get in it.

MOD NEWS UPDATE:
The Return of the Falmer mod is being remade.
With Default Elf heads. Skin texture has been made similar to the Dawnguard Snow Elf.
There will be no conflicts. & an automatic Vampire Lord fix, if you use your current game.
All of the Default Elf eyes, hair, eybrows & etc are added with scripts.
So any other race mods will not conflict.
The werewolf & Vampire scripts are compatable with the Race Compatibility Mod.
So if you are using Better Vampires or similar mods, you only need to get the scripts from the Race Compatibility Mod page on the Nexus.
This mod will include a Village with Men, Women, Children & Elder Snow Elves.
This race will not affect the Dawnguard Snow Elf in any way.

Well of course I would tinker with it for 10 minutes and it wouldnt load, yet in the 20 seconds I made a comment it loaded up fine! Now to ride in style.

If you are using batter horses or any other horse mods. Faster Horses might not work.

dude monty plz make your horses fast within the mod itself, your "make horse faster" mod doesnt work no matter what load order i use. bloodfiend is still slow and "setav speedmult ###" only works until i start the game again :(
