i would say only give it to the characters that fit it (spy, medic, sniper, heavy), because it looks out of place on scout and stuff

It would look better if the eye wasn't just white, but had a milky look, like Nick Fury's eye from Winter Soldier or Le Chiffre's eye from Casino Royale.

You can get it for the Macho Mann and the Teufort Knight if you check all equip regions instead of just Head_skin. It's not much, but it's something :)
