This is updated to 2.0.0, however it just isn't flagged as such. Will get that fixed shortly.

@Esculis, that is already the case. Although all portraits are available for leader selection on the empire creation screen, once in game certain portraits will only appear as various leaders and generic pops.

If you have any suggestions for shifting around which ones can do what though, we can get that sorted.
