That's one of the 6 'global' bloods that can be found. Those provide buffs that aren't unique to the Flagellant, so it can be worth using on other heroes. The 6 'global' bloods are not kept between missions and get sold.

RItualistic Blood is automatically sold for 200G instead of added to the supply wagon like the other flaggelant blood vials.
