To me it's....:
-the shirt is like an apron/uniform so they are always ready for work
-to attach an air filter? remember that in the beta citzens had gasmaks and in other words the atmosphere sucked hard

I think there is a glitch with pre-spawned citizen NPCs. They look messed up.

To fix the problem that Ukraineball mentions, XV123 would have to be used to give it a different file path for the textures. Also I do not know how to make playermodels either, I only know how to do stuff for HL2 and it's Episodes.

its because the texture path is the exact same

it instead makes the male and female citizens and refugee skins to not work and instead makes it all sloppy

realy good addon and guys i don't think vavle was to lazy to take the model out they like to reuse things like the AI for the scrapped combine guard from the beta was used for the hunter and the low resolution citizen model A.K.A cheaple is used he can be seen in klinier's lab in half life 2 on the same screen you can see the gman. so they probaly just decided to leave for a little bit of diversity and atmosphere

Doubt it,I think the corpse model was just made at the same time and Valve couldn't be arsed to change it
