It depends of the typical engine power curve. I do not remember if I published it on rF2 forum, but yes, the curve "stays" from 7100 to 7400 rpm
In few words, you must use the name/number of each specific car you want to add + the special name (extra8 in the case of the rear wind for the 2018 class).

are these CPM v2 tires that have QSA point based acceleration fix?
If yes then it's pretty significant change that can impact handling at high speeds(bigger contact patch - better grip). I suppose it should trigger some other changes/adjustments in physics parameters.
You probably know, but there's newest tires example database to use, published in Developers guide:
