You might be able to have these values changed inside of a mod just by changing these values in the environment file, but it could mess up with other skybox mods (specifically the speed ones)
If not in a normal mod then probably in a plugin with the SEPlugin manager
I thought that some skyboxes were able to tint the look of the planets so if you figured that out I think you could make them black
