I only ever played PvE/SP, so yes, it was made for that. I always thought the level limits were really arbitrary... if I can tame a raptor at level 10, why can't I ride it at level 10?
I once tamed a giga at level 54. Couldn't ride it, but gosh, it made a great big protection puppy. :)

No. It just makes saddles available at level 5. All other requirements remain the same. (or at least, it shouldn't make them available if you don't have the DLC)

If the dinos use regular saddles, this will work. If they have their own special saddles that come with them in their mod, then no. Modders cannot alter another modder's creations.

However, to get the same effect, you'd have to look up the engram points and other requirements for each entry to keep them the same, and enter all that in line (the override command requires a whole bunch of arguments, and you'd have to fill them out as they are in vanilla to get the same effect).
Now, if you want to change engram points/other requirements, the command line is the way to go, as this mod doesn't change that--on purpose, as most saddles have some "balancing" to the materials required. You won't get a rex saddle until you can at least make a smithy, for example, and getting 75 keratin at level 15 for a ptera saddle isn't as easy as it sounds (doable, but very difficult).
