Shame to hear about the change, but it is understandable that valve wants to make sure the stuff submitted on the workshop won't risk getting them into legal trouble.

They've had that issue with people stealing art and uploading on the CS:GO workshop twice.
Still, a custom made cosmetic item that bare a resemblance to a item in media should be able to get a slip, especially if they got the balls to upload a mario cosmetic reference, since nintendo isn't really known for having a loose grip on their intelectual properties.
