At this point, I don't know what else I can do to try to replicate it, and think the issue might be on your end - make sure all the mods are up to date, game files (and mod files) aren't corrupted or missing... Maybe provide a logfile.
If you know how to add a custom console command, you can try this to check if the right-click action is generated by the game - https://gist.github.com/myxal/a4f8d5e443a40506ceb8d6d31694a449 if it's missing, I suspect your copy of Fast Travel might be corrupt.
Can you replicate the issue in a new/empty saveslot? (Use the mod Moar Save Slots if you don't have a free slot in the default 5)
If you've only tried with an existing game so far - does the problem happen with just a particular sign in the world, or every sign, including any new ones you build?
Is it possible to change the Shortcuts somehow?
I was able to switch the Drop-function from Shift to Control by switching G.CONTROL_FORCE_TRADE and G.CONTROL_FORCE_STACK,
but my favourite configuration would be having ALT as a Drop-modifier, like this:
ALT+LEFTCLICK drop the stack
ALT+RIGHTCLICK drop one item of the stack.
Nevertheless, this mod is so helpful, it should be absolute baseline in the game!
Honestly, such basic feature should've been in the game from the very beginning.
I admit it's a bit cheesy and was thinking of looking into it again to make a proper drop action, with character animation, but couldn't find the time to do so.
