Ok, I got it working, and I just updated it. I made the sounds louder, by assigning them the sound level of SNDLVL_GUNFIRE, and I increased the volume from "0.8,1.0" to "1.5,2.0". I'm not sure if changing the numbers did anything, but oh well, it works overall. I also increased the number of soud effects this replaces, so you should hear it more often. It now includes general light and heavy damage. (previously it only affected bullet impact damage.)

I've tried increasing the volume of sound files, but it just increases distortion. However, There are scripts that handle the sound files, and there may be a way to adjust the volume there, so I'll take a look.

yes i did. i found the problem, it's super quiet and i run my game at 205 audio so i couldn't hear it
