To figure it out in just a few minutes, save the game under a new name, disable other mod(s), import the newly saved game and see if it works with no risk of messing anything up on your other save.
If you'd rather read the instructions instead of watching a video, I included the entire transcript at the end of the video.
If it becomes enough of a drag, you could always open up that mod and edit it to work the same as this mod. I wouldn't mind helping you do that - it wouldn't take more than a few minutes.
If a mod, the only thing you can really do is try setting the load order with the mod at a higher priority as this mod, then if that doesn't work, try it the other way.
Oh well. Mystery solved.
Even slapping my mod at the bottom of the loadorder where it should override anything above doesn't work. Which is confusing. All the mining/resource related buildings have been set to WORLD_RESOURCE: NONE, but the ore drills seem to disregard it somehow?
Are you guys downloading and activating other mods on top of this one?
Anything that loads after this mod that has any effects on the economic/resource buildings will overwrite this mod.
That window should have three tabs, you'll see them below the Kenshi logo called "Video Settings, Mods, Changelog"
Click on the Mods tab
There you will see the list of all of the mods you have downloaded/subscribe to.
Feel free to send it to me as a private message if you don't want everyone to see it for whatever reason.

The good: The mod still works fine.
The bad: It's one of the other mods that you're subscribed to that is messing up this mod.

If you guys send me your mod lists, I can at least try and help you two figure out what mod is messing it up - but other than that, there's, unfortunately, nothing I can do to fix your problems :/
I'll check it as soon as possible, which should be in just a few hours at the earliest (~10pm EST)
If you don't want to troubleshoot it yourselves, you could try just giving this mod top priority and see if that works, however, that hasn't worked with some other mods in the past.
Also, if you guys could give me a list of all the mods you use, that would definitely speed things up on my end.
