It would be nice to see it happen though I'll agree.
If you want to add scenery what you will need to do is get ahold of some 3D CAD software (A free example being Blender, I use this), and model the scenery in that. You can export the track layout from the in game track editor to obj format which can then be imported into your CAD software allowing you to build everything around your track layout.

Once you have that up and running you can import your track and scenery into that and then generate a .trk file which is what runs in the game. Admittedly I have skipped over a lot of steps here with the Unity stuff but everything you need to know should be on that wiki. If you find yourself getting stuck I can maybe help you out (I'm no expert by any means) or failing that you can also ask on the BnG discord page where someone will be happy to help.
You should consider putting together a short little guide on how to use the track editor. The ingame guide is kinda lacking for me, ive only figured how to add in sections and layout the track. However i do not know how to finalize the tracks once layed out.... also missing checkpoints and scenery etc. I'd like to make some tracks but i lack the knowledge to use the program correctly.
