I'm revising my mod folder to make sure it doesn't die on launch or later down the line, I'll skip this mod and look at your workshop.

The answer is, it's been aeons, and I'm probably going to have to make a combined mod for sheer compatibility.
The problem was never noticed purely because the rules file part became mostly base game, so it could realistically be safely removed, leaving the changed virtues.
It's just the life of a legacy mod I made, it solved a problem from release (60% Max Virtue chance) that got patched later.

I'll have another look over the files and make sure everything is set right. I'll tell you my findings when I finish up on it. Check these comments for an answer.
If I put any Virtue buff mod on top of the 7 quirks mod, the 7 quirks mod does not work.

That's one of my other mods. I can't remember specifically since its been a while. They -Should- work fine together. The virtues buffs touch a different file entirely from 7 Quirks. I try to maintain compatibility between all of my mods, as a bare minimum.
You can try everything out, and keep adjusting the physical load order of the mods to see what happens. Otherwise I hope that you have fun with my mods.
Call me crazy... but during my testing of these mods I noticed if I put yours or that other one at the top of this mod here.

Do you know why that mod that allows you to have 7 quirks would not work with mods that adjust virtues? are they not different from each other?

That mod also won't likely work. They do the same thing except with different values. 25% base Virtue chance + a couple of bonuses would achieve the sane results.
Wither choose having a better base chance, or go for buffed versions of Virtues. That's the situation going on here between these mods.
Hopefully that explains the situation.

No. I don't think so. Just use Virtue Buff trinkets if you're so desparate. Because that mod literally maxes it 24/7, which is depressing. They also likely edit the same rules file so yeah, sorry.

There's a significant amount of mods which already exist that achieve such an effect. I may create one if I feel like it.

For the mod, i do like the idea of giving buffs to virtue, as i do believe there needs to be a better payoff for gambling stress with virtue % trinkets.
Personally, I'd suggest a dodge buff for courageous and to possibly invert the virtue penalty for low leveled characters which would actually give reason to gamble low leveled characters in higher level dungeons with the payoff being a pretty big buff that would compensate for low level and the penalty being a character who causes stress, has insufficient damage and a low mortality.
At least I was somewhat useful and now everyone can easily see the normal effects of the virtues.
