Yes, precisely.

Example, the starting planets first moon (I forget the name) had the skin of an ocean world but was not habitable.

@prbeeney: it is possible to script specific worlds with the terraforming candidate. I will update the system in the coming days so that terraforming candidate planets also include all planets with "atmosphere" skins". I hope hat that is what you mean? As far as I understand now, some planets have an ocean or tropical skin but are not valid to terraform?

would it be possible to script it so that specific planets get the terraforming cnadidate modifier? It's confusing to see a world that looks like an ocean or tropical world, but is not colonizable.
